Compliance & Testing

The Compliance and Testing Department verifies thet fueling facilities are in compliance with State and Federal regulations, along with recommended practices that minimize the possibility of a fuel dispensing equipment failure, promoting fuel safety and minimizing any fire and environmental hazards (specifically the one's that are difficult to see without an inspection).

Any Federal and State regulated tank requires some type of annual inspection. These tests may or may not include the following: Flow restrictors, Line test, Cathodic testing, Calibration and Hose Continuity.

Effective February 1, 2009 all Above ground and Under ground Storage Tank facilities are required to have State Annual Inspections. The State requires Form ERS10778 for Under ground tank system Functionality Verification, hose continuity as a part of this verification process for gasoline products. The State requires Form ERS10898 (sp001) as the Above ground Inspection Checklist, hose continuity is only required for those with gasoline products stored and dispensed from the tanks.

Aboveground Storage Tanks

Comm 10 has adopted STI SP001 Standard for the Inspection of Above-ground Storage Tanks, which requires monthly and periodic external and internal inspections.

What this means to you:

You must implement an inspection and record keeping program for monthly and periodic inspections in accordance with STI SP001.

Underground Storage Tanks and Piping

Comm 10 has adopted PEI RP900 Recommended Practices for the Inspection and Maintenance of UST Systems.

What this means to you:

You must implement an inspection and record keeping program for daily, monthly, and annual inspections. The inspections address responding to alarms, checking functionality of equipment and cleaning sumps and spill buckets.

Motor Vehicle Fueling Facilities

Comm 10 has adopted PEI RP500 Recommended Practices for the Inspection and Maintenance of Motor Fuel Dispensing Equipment.

What this means to you:

You must implement an inspection and record keeping program for daily, monthly, and annual inspections. The inspections address checking functionality of dispensing equipment, emergency stops, and electrical continuity.
